Nothing wrong with your proposal, but that&#039;s pretty much what we&#039;re doing right now, and it&#039;s not working so well. Even if you don&#039;t care a whit for the record companies, most people think artists should get paid for their work, and under the current system, they are not getting paid.

		<description>Giving the US Government distribution rights to all music and then taxing everyone for its maintenance is a &quot;modest&quot; proposal?

How about this. 
1. The government does nothing.
2. The recording industry begins to offer its services at a price that can compete with what will always be an ever present &quot;for free&quot; black market of their product.
3. The honest people obtain the content legally.
4. The dishonest obtain the content illegally.

Sheesh, the Secretary of Digital Audio????</description>
